A former civil servant, he superannuated from active government service in 2018 from a position equivalent to an Additional Secretary, Government Of India. Mr. Upadhyay joined the Indian Railways Traffic Service (IRTS) in 1983 and worked for Government Of India under the Ministry Of Railways for more than thirty five years with multifarious and onerous responsibilities

He was the Director of Sikkim Manipal Institute of Technology, Gangtok; Vice Chancellor of Baddi University of Emerging Sciences & Technology, Baddi, H.P; Vice-Chancellor of Indus University, Ahmedabad; Chief Executive Officer, Vignana Jyothi Group of Educational Institutions, Hyderabad and Chief Executive Officer of J. B. Group of Educational Institutions, Hyderabad. This is his second tenure with the J.B. Group as the CEO.

Dr Mishra is Vice Chancellor of JharkhandTechnical University. He was Professor (HAG) in Chemical Engineering at IIT BHU and is involved in several philanthropic activities. Prof. P. K. Mishra started incubation activities in eastern UP through MCIIE, IIT BHU (mciieiitbhu.org). He also worked for culture of Varanasi www.kashikatha.com and is involved in creating three Ashrams to impart skill & education to weaker sections of society at Ramnagar, Saranath and Shakteshgarh.
